The monument to the Fallen Soldiers in Golubovci is dedicated to the soldiers and civilians from this area who died during the National Liberation War (1941–1945). The majority of victims died during the summer of 1941, when the Italian army suppressed the resistance of patriots, especially after the uprising on July 13, 1941. The names of the victims are displayed in one part of the memorial complex. The monument was unveiled on December 22, 1974, on the day that commemorates the Yugoslav People's Army.

The architect Vukota Tupa Vukotić was chosen as the winner of the public architecture and urbanism competition of the Republic of Montenegro in 1972. As the artwork of Slobodan Bobo Slovinić was also estimated as highly valuable, Slovinić was hired to make two large reliefs in bronze in the final phases of the project.

The monument to the Fallen Soldiers is located within the park in the central zone of Golubovci, creating thus a unique unison with the town center. The primary element of the monument complex is a white concrete sculpture, approximately 5 meters high. It is composed of five concrete stripes that create the shape of a flame located on an artificially formed hill. At the foot of the monument, on the south side, there is a plateau with sculpturally shaped wall surfaces with two bas-reliefs representing the freedom fighters (fume ~ 2x2m), as well as the names of victims in vertical niches. Apart from the greenery in the park, the integral part of the memorial complex is the water surface with a fountain located at the foot of the central motif.
