Besides the Savings Bank the building also hat to accommodate the Commerce Department, the Statistics Bureau, and some other state offices. The three blocks constructing the building form a half-closed yard. The main volume alongside the avenue has six storeys and the other two have five.

The plan is of corridor system. The main operational hall has a four-sloped roof, made of metal construction and glass to let the sunlight to get in. The black frame creates a geometric art deco print. The aesthetics of the building is generalized and laconic. The main facade is formed by continuous vertical double ogives between which narrow windows are inserted. The large area on the corner was made to place an alegorical sculpture. The first storey is covered by plates of hewn granite and deep-set portal – by burnished granite. The interior decorations uses national motifs sparingly.
